Accidents from 1 December 2017 fall under the Motor Accident Injuries Act 2017, and earlier ones under the 1999 Act.
Generally not. The ACT has its own motor accident injuries scheme, and a crash in the ACT is usually handled under it, even if you and your car are from NSW.
